In 2001, the Ocean County Library Foundation was established to promote awareness and appreciation of the role the Ocean County Library has in the community. The Foundation’s mission is to assist in the development and growth of library facilities so that broader educational and cultural opportunities and services may be provided to all our residents. The Ocean County Library Foundation is a 501©(3) organization. This designation allows for all contributions to qualify as a deductible charitable contribution for federal income estate, and gift tax purposes.
Ten members of the community serve on the Foundation Board. Current board members are:

- Michael Belcher, Toms River Police Department

Elaine McConnell, Director of the Ocean County Library, serves on the Foundation as an ex officio member. Frankin H. Berry, Jr. serves as the Foundation Counsel.
